There are four types of Rules in the KartSport New Zealand Manual. The Constitution, Racing Regulations, Technical Specifications and Codes. Constitutional Rules: Constitutional Rules are dealt with at the Annual National Conference by Notice of Motion. The Constitution details the procedures for Clubs and KartSport New Zealand to follow when contemplating any changes to the Constitution. Racing Regulations, Technical Specifications and Codes: The Executive has appointed a Sub Committee (as covered in the Constitution) to oversee the preliminary processes and evaluation that is made in any proposed change to the Racing regulations, Technical Specifications and Codes. The Sub Committee is made up of a minimum of 2 (and maximum of 4) Executive Members. The Sub Committee is also made up of a minimum of 2 (and a maximum of 4) Non-Executive members. Sub Committee Meetings: Please referred to the Constitution for full details. The Sub Committee will meet at least 2 times per year. The date of each meeting will be notified to Affiliated bodies no less than 90 days before each meeting date. Click here for full details and schedule of meeting dates and deadlines for submissions. Proposals to Change Racing Regulations, Technical Specifications and Codes: Please referred to the Constitution for full details. Remember an Affiliated Body is a Club, Association or Management Any proposed changes, deletions, or additions to Rules must be made in writing on the prescribed form (go to the Downloads page to download the official form for submitting any proposals) and signed by an Affiliated Body or Executive Member. Such application must be signed by the President or Secretary of the Affiliated Body. Any proposal must be sent to the Development and Administration Manager of KartSport New Zealand by email at admin@kartsport.org.nz at least 60 days prior to the date of the Rules Sub Committee Meeting. Because the Sub Committee will be made up of people from all over the country, the meetings will be by Email. Therefore copies of all proposals and communication for the attention of the Sub Committee must be sent by email in addition to the normal mail submission. This is requested to ensure distribution of all correspondence can be made in a timely manner. It is noted that most Clubs have Email addresses. For those who do not, it is envisaged that someone on the Committee will have and therefore could act as the sender and receiver of any proposals made.Notification of Proposals to Change Racing Regulations, Technical Specifications and Codes: Proposals for changes (which meet the criteria under the Constitution) will be sent to all Affiliated Bodies at least 30 days prior to the date of the Rules Sub Committee Meeting. Therefore such notification will be made (of any proposals received), by the KartSport New Zealand Development and Administration Manager by the required dates within the schedule. Click here for details of the latest proposals. The Right to respond to proposals to Change Racing Regulations, Technical Specifications and Codes: All Affiliated Bodies have the ability to make submissions to any proposal for changes. Such submissions must be received by the Development and Administration Manager no less than 7 days prior to the date of the Rules Sub Committee Meeting. Remember if you dont have input, dont moan if a rule gets changed that you dont like. Notification of Changes to Racing Regulations, Technical Specifications and Codes. Any changes to Racing Regulations, Technical Specifications and Codes that have been made (after the due processes as outlined in the Constitution have been followed) will be notified to all Affiliated Bodies. Issues of safety can be changed without consideration for the above process, and introduced immediately by the Executive. All other changes will not come into effect until at least 30 days after the Executive decision and at least 10 days after the change(s) has been notified to Affiliated Bodies in writing and published on this official KartSport New Zealand website.

Rules Sub Committee Meeting and Submissions Schedule.
|
At the 2008 National Conference, Clubs adopted Notices of Motion which adjusted the procedure for processing Rules Rounds. Also at Conference, Clubs indicated a desire to return to two Rounds per annum. The combination of these decisions means that future Rules Rounds will have to be managed to tighter deadlines and will require on time submissions of proposals and responses. Below is the 2010 schedule. The following is the timetable for Round 20:
The following is the timetable for Round 21:
As you can see the timetables are rather tight however they are the best that can be arranged taking into consideration the Constitutional requirements and the desire to have two Rounds. The tight timetable will mean that proposals and submissions will need to be received by the dates listed. Please use the Proposal Form which is on the Downloads page. Obviously there will be issues (technical, Safety, CIK catch up, etc) which require a more immediate response. The Executive will continue to deal with these as current. |
