Event Instructions for Covid19 Alert Levels

    Many of the event management advice contained in these Alert level 2 instructions still apply and the page is being maintained in case any areas may return to a LOCKDOWN status

    Update 21 October 2021: New Alert Level 2 Rules

    ATTENTION. The New Zealand Government and associated authorities Covid19 Alert level guidelines change by the minute and without notice. KartSport New Zealand has done their best to interpret the various guidelines and apply them in a responsible manner but takes no responsibility for their ongoing compliance or accuracy, nor for any and all changes that may occur without notice.

    Clubs holding authorised Covid19 Alert Level 2 permits may operate subject to the following government-dictated amendments for sports events during COVID-19 restrictions such as hygiene requirements, social distancing requirements and clarification around the number of people allowed at events.

    No KartSport events are able to take place under Levels 3 & 4.

    The following guidelines are in place for KartSport Purpose-built venues: "A purpose-built circuit or dedicated club grounds/venue."

    1. KartSport events at affiliated tracks are purpose-built venues: Refer Government Covid19 Rules: "Events at Alert Level 2"  

    2. There are no restrictions on the number of people that can attend an event at a purpose-built venue so long as everyone can safely stay 1 metre apart. Attendees can be seated or standing.

    3. Spectators can be at the event, so long as at all times, they are separated as in 1 above. There are no restrictions on the number of spectators that can attend a sporting event, for example at a stadium or arena — as long as everyone can safely stay 1 metre apart.

    4. Everyone must ‘scan in’ to events using the NZCOVID Tracer App
    5. Face coverings are mandatory when indoors (such as documentation)
    6. If an event has more than one defined place then people should not intermingle between the defined spaces.
    7. No more than 50 people (group)  in a room when indoors, The social rule  distancing of 2 meters must be maintained where possible and between any and all segregated groups

    All competitors, crews, officials, volunteers and event organisers are required to make themselves familiar with the applicable club/event Covid19 Alert Level 2 Track Safety Plans prior to competing or attending events.

    AMENDED Rules as per update 20 Oct 2021

    This update provides clarity on the current level 2 requirements.

    Only Clubs or Events with a KSNZ approved level 2 plan can hold events/practice under level 2

    The procedures below are a summary from the updated Ministry of Health: Health Order requirements for Alert level 2

    Gathering Limits

    1. KartSport events at affiliated tracks are purpose-built venues: Refer Government Covid19 Rules: "Events at Alert Level 2"  

    2. There are no restrictions on the number of people that can attend an event at a purpose-built venue so long as everyone can safely stay 1 metre apart. Attendees can be seated or standing.

    3. Spectators can be at the event, so long as at all times, they are separated as in 1 above. There are no restrictions on the number of spectators that can attend a sporting event, for example at a stadium or arena — as long as everyone can safely stay 1 metre apart.

    Contact Tracing Reminders

    There are three important components to contact tracing that applies to everyone at the event, including spectators.

    1. NZ Government QR code poster – This must be on display, at the entrance to the facility and placed about the facility.
    2. Online Registration – Via KSNZ Sporty facility. This should include race participants, Officials and Club officers/members running the event. Consider spectators entering via sporty.
    3. Manual sign in register- This is used to register any person who is at the event and has not entered online via sporty.
    4. A hard copy of the Online registrations must be on hand and placed with the Clubs level 2 safety plan.
    5. Contact tracing registers must be securely retained by the club for 60 days ( thereafter should be destroyed)

    Club / Shop and Bar

    Clubs have the responsibility to ensure the following are complied with if the Clubs shop and bar is to be opened.

    1. At all event facilities, if you are providing food and drinks everyone must be seated at a table to eat and drink. Tables should be spaced 1 metre apart to help with physical distancing
    2.  Persons serving or selling food and drinks must wear a face covering.
    3. If your event has a licence to sell alcohol, attendees must be seated at a table to be served. This means attendees will not be able to go up to the bar to order, even if they are ordering food or a non-alcoholic drink.
    4. If your event is not licenced, attendees can buy food and drink from the counter area but they must be seated at a table to eat or drink.
    5. Shop Take Away’s - You must wear a face-covering when picking up your order and keep 2 metres away from people you do not know. i.e., queued at 2 metres spacing going in and out through a different exit, otherwise, a marshal shall ensure one in and 1 out of a single entrance.

    Distancing

    1. There is no social distancing requirement associated with participants ( Drivers)  while playing (driving/racing) community sport. Everyone at the event should maintain physical distancing of 1 meter and 2 meters from the person they don’t know.
    2. If you are having club events, consider limiting numbers to ensure 2m physical distancing can take place, take extra care on cleaning surfaces and when preparing food to minimise risks. Now is not the time to have a large club prizegiving or event. Think about keeping things simple. 

    Face Masks

    At Alert Level 2 the risk of COVID-19 being present in the community is high. Covid-Delta is highly transmissible via airborne aerosol particles.

    1. Attendees are encouraged to wear a face-covering where possible — they can take it off to eat and drink.
    2. Event organisers and running an event (Race Officials / Club Officials/Members/Trade) are strongly encouraged to wear a face-covering at all times. Mask wearing may be made mandatory at any time and or at the discretion of the club and or promoter

    Compliance

    All persons have a duty to comply with  COVID-19 Public Health Response Act 2020 and specifically section 10 , Health Orders issued by the Director-General ( Alert level requirements). Section 26 provides for a fine of up to $4000 or 6-month imprisonment for wilful/intentional failure to comply with a health order.

      Approved Covid19 Alert Level 2 Safety Plans

      The following clubs are recorded as processed and approved with Covid-19 track Safety plans for authorised Alert Level 2 event operations.

      10. Canterbury

      14. Dunedin
      15. Taranaki 
      16. Rotorua

      Series: ProKart and Top Half Series are not operated in Covid-19 Alert Level 2

      Alert Level 2 Operational Authorisation

      KartSport Practice and or Events in Covid19 Alert Level 2 (C19AL2) may only operate if all KartSport New Zealand Alert Level 2 Instructions & Supplementary Rules are fully implemented approved and abided by.

      Covid19 Alert levels constantly change by region. Please check with your club and or event promotor regarding cancelled and or amended events information.

      This includes KartSport Club events held in regions that are in Alert Level 1 but where attendees enter or visit from an Alert Level 2 area.

      1. Clubs can choose not to operate and Officials may choose not to attend events in Alert Level 2 regions or where entrants from an Alert Level 2 may be attending.

      3. A Covid19 Alert Level 2 Club Safety Track Venue Plan and Permit Compliance form must be completed and approved by KartSport New Zealand Permits Department to operate as a KartSport New Zealand ASN authorised and insured event.
